Determine how big you want the tutu's waistline to be. Cut the elastic 2" smaller than the desired waistline.
How long do you want the tutu to be? Cut your tulle strips the desired length and multiple it by 2.
Next knot each tulle strip to the elastic band and scrunch the strips together. It's that simple.
Once you complete the tulle all the way around the elastic, hand stitch the elastic to close the ends.
Now it's ready to wear! Allow your little to have fun and DANCE!
